Saskatchewan bands dump old chief, elect Lonechild

Guy Lonechild's image overlooks Albert St in Regina in the days leading up to Thursday's election in Saskatoon. Lonechild defeated four other candidates, including Lawrence Joseph who held the top chief's job for two terms.


Guy Lonechild is the new chief on the block at the Federation of Saskatchewan Indian Nations (FSIN).

The organization that represents approximately 130,000 treaty Indians registered with 74 First Nations elected their new chief in Saskatoon October 29th.

Incumbent Lawrence Joseph found himself watching from the sidelines after he was knocked out of the running after second ballot voting.

Lonechild, who hails from the Whitebear band near the Manitoba border in southern Saskatchewan went on to defeat Chief Sheldon Wuttunee of Red Pheasant on the third ballot.

The fourth candidate was Chief Reg Bellerose of Muskowekwan. He was dropped early in the afternoon after coming up short on the first round of voting.

In a strange twist of fortune, veteran FSIN politician Dutch Lerat won back his former job as an FSIN Vice Chief. Lerat was exiled from political life nearly a decade ago after he was caught playing fast and loose with at least $300,000 from a number of First Nation owned casinos. Lerat was head of the Saskatchewan Indian Gaming Authority at the time.

The Child and Family All Nations Coordinated Response Network (ANCR) provides centralized, essential services in five key program areas that relate to the delivery of comprehensive and coordinated child and family services in the City of Winnipeg.  The five program areas encompass crisis response services, intake case services, abuse investigations, community programs and emergency placements.

ANCR is generally the first point of contact with the child and family services system.  The ANCR office is accessible 24 hours a day/7 days per week, with a common telephone intake service. ANCR handles both emergency and non-emergency calls, where fully qualified staff performs the initial assessments and, depending on the situation, either deal with the call directly, or refer callers to appropriate services.

POSITION: Intake Social Worker — Full Time
Term from December 2009 to December 29, 2010
LOCATION: 835 Portage Avenue, Winnipeg, Manitoba
CLASSIFICATION: SP4
SALARY:  $25.93 — $35.95 per hour
CLOSING DATE: October 18, 2009

QUALIFICATIONS:

ν The successful candidates must possess a Bachelor of Social Work.

 ν Minimum two years child welfare social work and intake experience; or an equivalent combination of education/experience.

ν Knowledge of substance abuse, family violence, child development, child abuse/neglect and community resources is required. 

ν Demonstrated skills in areas of crisis intervention, abuse investigation and assessing high risk situations which may require immediate response. 

 ν Knowledge and understanding of multicultural issues and demonstrated skill working cross culturally.  

 ν Excellent organizational, computer, oral and written communication skills required with a demonstrated ability to work effectively in a team environment, establish priorities and work effectively in a high volume and time sensitive environment.  

 ν A valid driver’s license and the use of a personal vehicle for business purposes are required.  

 ν Applicants will be subject to satisfactory criminal records, child abuse registry and Prior Contact checks.

DUTIES:

The successful candidate will assess and respond to child welfare referrals.  Response includes telephone screening and assessment as well as emergent and non-emergent fieldwork.  Duties include risk assessment, child protection investigations, crisis intervention, apprehension and appropriate placement of children at risk.  Additional duties include gathering information and making referrals to collateral organizations. Incumbent will provide counselling to families and children in crisis, as well as, ensure accurate completion of all required documentation.

In a community based service team, under the supervision of the team supervisor, the incumbent will be responsible for providing crisis intervention, assessment and child protection services for after hours emergency services; will be responsible for assessing requests for service with reference to risk, functioning and services needs. Provides immediate crisis intervention and conducts child protection investigations. Apprehends children at risk and places in appropriate and or available settings. Supervises and physically cares for children awaiting placement. Refers and provides information to professional and community resources. Completes all required written documentation. The designated shifts are 3 10-hour shifts—Thursday to Saturday 10 p.m. to 8 a.m.
